Abstract

У статті висвітлюються питання еволюції соціальної держави в контексті модернізації соціальної політики в Російській Федерації протягом 1991-2011 рр. Особлива увага приділяється характеристиці сучасних моделей соціальної держави, етапів її становлення в Росії. Здійснено аналіз історичного процесу прийняття Конституції Російської Федерації та розробки нормативно-правових актів соціального розвитку Росії. В статье освещаются вопросы эволюции социального государства в контексте модернизации социальной политики в Российской Федерации на протяжении 19912011 гг. Особое внимание уделяется характеристике современных моделей социального государства, этапов его становления в России. Осуществлен анализ исторического процесса принятия Конституции Российской Федерации и разработки нормативно-правовых актов социального развития России. The article highlights the issue of the evolution of social state in the context of the modernization of social policy of the Russian Federation during the 1991-2011 biennium. Particular attention is given to the characteristics of the modern of social state model, stages of its formation in Russia. The author analyzes the historical process of adopting the Constitution of the Russian Federation and developing of legal acts for social development. Russia until 1995 retained the main features of the paternalistic welfare state that looked as a social nonsense on the background of liberal reforms in the form of “shock therapy”. During 1995-2005 the Russian government pursued social changes on transition to social democracy state: the reform of the pension system took place, the foundations of social welfare were introduced, the transition to the social insurance was implemented in the state. Trends that determine social development in the second half of the 2000s, give grounds to say about the origin of the liberal social state. The principle of the social state is one of the basic principles of the state (constitutional) system of the Russian Federation. The Russian Federation’s Constitution proclaims the Russia as social state and sets major social obligations of the state to occupational safety and health, establishment of a guaranteed minimum wage, ensuring the state support for family, motherhood, fatherhood and childhood, disabled and elderly, development of social services, the establishment of state pensions, benefits and other guarantees of social protection. Russian model of social state is in the process of formation, its development will depend on the implementation of the principles of social justice, respect of the civil and social rights and freedoms, modification of Russia as a social and legal state, priorities of social and economic policy.
