Abstract

The industrial revolution that unfolded in Britain in the last third of the XVIII century created the need to reform the sphere of public education and create a state system of universal education in the country. The religious question became a serious obstacle on this path. Its complexity was largely due to the inconsistent actions of the authorities, and the irreconcilable position of the dominant church, which sought to maintain its dominance in the field of primary education
