The article analyzes the methodology for assessing the capabilities of the medical service units of the Armed Forces of Ukraine. According to the Strategic Defense Bulletin of Ukraine, the purpose of defense reform in Ukraine is the acquisition and maintenance by the defense forces of the required combat readiness level and ability to fulfill the tasks of defense of the state (defense capabilities), effective response to emerging military threats and military-political challenges to national security, the level of interoperability of the Armed Forces of Ukraine with units of the armed forces of NATO member states and the EU to fulfill common tasks in international peacekeeping and security operations. Purpose of the study. Conduct a scientific analysis of world and domestic sources of information on modern views on the organization and conduct of defense planning activities and assessing the capabilities of the medical service in the armed forces of the leading countries of the world. Research methods are descriptive, biblio-semantic, statistical, system analysis, conceptual modeling for the analysis and synthesis of defense planning data based on the capabilities and assessment of the capabilities of the armed forces medical service. The scientific novelty lies in the analysis and justification of the direction of further research to improve the metho-dology for assessing the capabilities of the medical service of the Armed Forces of Ukraine. Conclusions: Capability-based defense planning is the next stage in the development of the strategic planning system, which greatly improves the quality of planning, enhances the ability of the Armed Forces of Ukraine to perform its intended tasks, in particular, introduces a mechanism for identifying and correcting risks. The directions of improvement of the methodology for assessing the capabilities of the medical service of the Armed Forces of Ukraine are analyzed. The identification of risks occurs through an assessment of opportunities, but the process requires development and adaptation. The lack of effective approaches to capacity assessment, as well as the need for developing new or improving existing algorithms and assessment methods are highlighted.

L'article analyse la méthodologie d'évaluation des capacités des unités de service médical des forces armées ukrainiennes. Le but de l'étude. Réaliser une analyse scientifique des sources d’information mondiales et nationales sur la pertinence de leur contenu par rapport aux conceptions modernes sur l’organisation et la conduite des activités de planification de la défense et sur l’évaluation des capacités du service médical dans les forces armées des principaux pays du monde. Méthodes de recherche: descriptif, biblio-sémantique, statistique, analyse de système, modélisation conceptuelle pour analyse et synthèse des données dans la planification de la défense en fonction des capacités et de leur évaluation dans le travail du service médical des forces armées. La nouveauté scientifique réside dans l'analyse et la justification de l'orientation des recherches futures visant à améliorer la méthodologie d'évaluation des capacités du service médical des forces armées ukrainiennes. Conclusions: une planification de la défense basée sur leurs capacités réelles estle stade actuel de développement du système de planification stratégique. La détermination des risques se fait en effectuant Cependant, ce processus nécessite un développement plus poussé et une adaptation à de nouveaux objectifs concrets les circonstances.

В статье произведен анализ методики оценки возможностей подразделений медицинской службы Вооруженных Сил Украины. Цель исследования. Провести научный анализ мировых и отечественных источников информации по соответствию их содержания современным взглядам на организацию и проведение мероприятий оборонного планирования и оценивания возможностей медицинской службы в вооруженных силах ведущих стран мира. Методы исследования: описательный, библиосемантический, статистический, системного анализа, концептуального моделирования для анализа и синтеза данных в обоборонном планировании на основе возможностей и их оценки в работе медицинской службы вооруженных сил. Научная новизна заключается в анализе и обосновании направления дальнейших исследований по совершенствованию методологии оценки возможностей медицинской службы Вооруженных Сил Украины. Выводы: оборонное планирование, базирующееся на основе их реальных возможностей, является современным этапом развития системы стратегического планирования. Определение рисков происходит проведением оценивания возможностей, однако, данный процесс требует дальнейшего развития и адаптации к новым конкретнымобстоятельствам.

У статті проведений аналіз методики оцінки можливостей підрозділів медичної служби Збройних Сил України. Мета дослідження. Провести науковий аналіз світових і вітчизняних джерел інформації щодо відповідності їх змісту сучасним поглядам на організацію і проведення заходів оборонного планування та оцінювання можливостей медичної служби в збройних силах провідних країн світу. Методи дослідження: описовий, бібліосемантіческій, статистичний, системного аналізу, концептуального моделювання для аналізу і синтезу даних в обоборонном плануванні на основі можливостей і їх оцінки в роботі медичної служби збройних сил. Наукова новизна полягає в аналізі та обгрунтуванні напрямки подальших досліджень щодо вдосконалення методології оцінки можливостей медичної служби Збройних Сил України. Висновки: оборонне планування, що базується на основі їх реальних можливостей, є сучасним етапом розвитку системи стратегічного планування. Визначення ризиків відбувається проведенням оцінювання можливостей, однак, цей процес вимагає подальшого розвитку та адаптації до нових конкретним обставинам.
