The article presents ways of development of a technological platform of the Russian economy and a role of new technologies and «human factor» in providing its competitiveness at a post-industrial stage. The author offers: education systems development, use of channels of the international migration of a skilled labor force, forming of the national market of new technologies, enhancement of interaction with the world market of new technologies.
