CONDITION OF NON-COMMERCIAL ORGANIZATIONS AS A FACTOR OF FORMATION OF CIVIL SOCIETY

СОСТОЯНИЕ НЕКОММЕРЧЕСКИХ ОРГАНИЗАЦИЙ В АЛТАЙСКОМ КРАЕ КАК ФАКТОР ФОРМИРОВАНИЯ ГРАЖДАНСКОГО ОБЩЕСТВА

CONDITION OF NON-COMMERCIAL ORGANIZATIONS AS A FACTOR OF FORMATION OF CIVIL SOCIETY

Abstract

Поскольку уровень развития гражданского общества является одним из важных факторов развития страны, существует потребность в социологическом анализе формирования гражданского общества. В 2012-2016 гг. в Алтайском крае было проведено социологическое исследование с целью изучения состояния инфраструктуры гражданского общества. Методологической основой выступил институциональный подход. Приведены результаты экспертного опроса руководителей некоммерческих организаций, расположенных на территории Алтайского края. Выявлено, что некоммерческие организации ориентированы на предоставление социальной помощи, но испытывают серьезную нехватку человеческих ресурсов и финансов. Некоммерческие организации не являются закрытыми объединениями: большинство активно сотрудничает как с органами власти разных уровней, так и с коллегами, однако недостаточно интенсивно взаимодействуют с Общественной палатой края и общественными советами при органах власти. Полученные результаты могут быть полезны для разработки эффективных стратегий формирования гражданского общества в регионе.

As far as the level of social development is one of the leading factors of the country’s development, there is a need in sociological analysis of civil society formation. In 2012-2016 in Altai region we realized sociological research about study of social infrastructure of civil society. The institutional approach was a methodology base for our work. Article presents results of expert questioning of leader of non commercial organizations at the territory of the Altai region. We revealed orientation of NGOs for the provision of social aid, but serious lack of human resources and finances. Non commercial organizations are not isolated institutions: they actively participate as with different administrative bodies, colleagues, but rather rare – with the regional Public Chamber and public councils by the state administrative bodies. The obtained results will be useful for the working out of effective strategies of formation of civil society in region.
