
Al finalizar los '90 se evidenció en América Latina otro cambio en los enfoques del desarrollo y en las políticas públicas necesarias para llevarlo adelante. En el emergente marco posneoliberal se definieron los pilares de la nueva estrategia: 1) la sustentabilidad, 2) la equidad, 3) la productividad y competitividad, 4) el consenso. Este artículo expone los resultados de una investigación realizada en Mendoza, que analiza las posibilidades de desarrollo -definido en términos de competitividad- de dos departamentos: Lavalle y Luján de Cuyo. Las condiciones estructurales diferentes que los caracterizan determinan su competitividad.
At the end of the '90s, another change in the approaches to development and public policies necessary to carry it forward, became evident in Latin America. In the emerging post-neoliberalism framework, the pillars of the new strategy were defined: 1) sustainability, 2) equity, 3) productivity and competitiveness, and 4) consensus. This article presents the results of a research conducted in Mendoza which explores the possibilities of development -defined in terms of competitiveness- of two departments: Lavalle and Luján de Cuyo. These departments have unequal structural conditions that enable and / limit their competitiveness.
