Abstract

Open research artifact (v0.1.0) providing a structured framework, checklist, and maturity scoring for assessing governance of local and on-premise large language model deployments in European public sector organizations. Includes indicative EU AI Act and GDPR theme mappings, a Governance Readiness Benchmark (GRB) experiment, synthetic validation tooling, and reproducibility scripts. Empirical field validation is pending.
