The research aims to analyze the behavior of public finances in the context of two devastating natural disasters, namely, the IDAI and Keneth cyclones. The history of these phenomena in Mozambique has left sad memories, as from 1980 to 2019 the country was beset by 85 natural disasters. In the methodological aspect, documentary and bibliographic research was used, which produced demonstrative results indicating how small were the financial subsidies allocated by the Mozambican State to respond to emergency and post-disaster reconstruction, which increased the country's indebtedness level in the period in analysis (2019), where the public debt was around 20%. Finally, the study concludes that the destruction of infrastructure, loss of human life, agricultural crops, limited preparedness and lack of financial resources further inhibit the country's capacity to adapt and respond to emergencies caused by these phenomena.
