This paper will look at the additional security offered by safe settings and remote access systems that enable data controllers to disseminate access to data, rather than releasing data. It will examine the strengths and weaknesses of the current system in the UK and make recommendations for improvement and investment taking account of the provisions for research use of de-identified data in the Digital Economy Bill and the Higher Education Statistics and Research Bill.
