Abstract

Pangkalan Utama TNI AL V Surabaya (Lantamal V) merupakan salah satu pangkalan militer terbesar TNI AL yang berada dibawah Komando Armada II (Koarmada II). Pada masa wabah Covid-19, warga di Basis Lantamal V secara serentak melaksanakan program ketahanan pangan sesuai perintah pimpinan TNI. Ketahanan pangan merupakan salah satu bentuk dukungan TNI AL terhadap program pemerintah dalam rangka menjamin ketersediaan pangan bagi masyarakat. Target utama kebijakan pemanfaatan lahan tidur dalam program ketahanan pangan yaitu kesejahteraan pangan warga yang bertempat tinggal di daerah Basis TNI AL. Kebijakan pemanfaatan lahan tidur di Basis Lantamal V melalui program ketahanan pangan belum dilaksanakan sesuai tahapan yang ideal. Hal ini terindikasi dengan masih luasnya lahan tidur yang belum dimanfaatkan secara optimal untuk kemerdekaan pangan warga, khususnya yang tinggal di Basis Lantamal V. Penelitian tentang implementasi pemanfaaatan lahan tidur di Basis Lantamal V ini dimaksudkan untuk mengetahui sejauh mana ketepatan implementasi kebijakan ketahanan pangan tersebut sebagai bahan evaluasi bagi pelaksanaan program ketahanan pangan dimasa mendatang yang mencakup isi kebijakan dan lingkungan implementasi. Penelitian ini merupakan penelitian deskriptif kualitatif. Pengambilan data secara wawancara dilaksanakan secara prosedural dengan cara menginterviu subjek penelitian. Teknik Analisa Data menggunakan tahapan Reduksi Data, Penyajian Data dan penarikan kesimpulan. Hasil penelitian menyebutkan bahwa Hambatan dan dukungan dalam program ketahanan pangan yang dilaksanakan di daerah basis Lantamal V. Hambatan dari sudut pandang perencanaan, program Ketahanan Pangan yang belum maupun telah dilaksanakan melalui rapat koordinasi dan jaring komunikasi antara Lantamal V dengan Koarmada II dan juga instansi pemkot Surabaya.
