Neoextractivismo en Bolivia. Sostenibilidad e impactos ambientales 2000-2015

Abstract

A inicios del siglo XXI la dinámica económica en América Latina se caracterizó por seguir un modelo de desarrollo Neoextractivista, liderizado por el Estado, el cual configura una economía primaria con limitados encadenamientos productivos, vulnerable a las fluctuaciones de los precios internacionales de los commodities. Los estudios existentes en torno a este fenómeno, se caracterizan por: 1. La concentración en el análisis de los efectos económicos y sociales adversos desde una visión de ciencia política y economía política; y 2. La limitada consideración y valoración de los efectos ambientales en, y desde, los países en desarrollo. Este artículo busca contribuir en este análisis, investigando los beneficios y limitantes del “Neoextractivismo” en Bolivia, enfatizando en el deterioro ambiental. A través de la construcción de un modelo econométrico que permite conocer el peso relativo de los beneficios y costos del Neoextractivismo (2000-2015), se evidencia que las ganancias económicas obtenidas por el país, no logran compensar las pérdidas relativas que se han afrontado en términos sociales y, con mayor incidencia, en términos ambientales; lo que obliga a repensar la sustentabilidad de este modelo de desarrollo.
