
One of the priority areas of any state policy is the efficiency of civil servants, in particular, the development of the competencies of civil servants is the basis of the reforms carried out in the country. After all, the incompetence of civil servants can cause discontent among citizens. This article presents a theoretical analysis of the competence of civil servants in working with dissatisfied citizens, an analysis of foreign experience on the basic competencies of training civil servants, a theoretical analysis of the content of discontent among the population, a theoretical analysis of determining the mood of discontent, as well as an analysis of the reforms being implemented in Uzbekistan to please citizens.
