Abstract

In drei Jahren fehlen in der Schweiz mehr als 50'000 Wohnungen (NZZ Ende Februar 2023). Dieses Thema beschäftigt Politik und Medien gleichermassen. «Mehr Wohnungsbau!» lautet die offensichtliche Lösung. Dabei wird übersehen, dass wir den Wohnungsbestand heute nicht effizient nutzen – mit sinkender Tendenz. Dieser Trend könnte gebrochen werden, indem Haushalte ihre Wohnsituation zukünftig leichter an veränderte Lebenssituationen anpassen können. Wie kann die öffentliche Hand zusammen mit Akteuren im Wohnungsmarkt geeignete Voraussetzungen dafür schaffen? Welche Politiken von Bund, Kantonen und Gemeinden, aber auch Wohnimmobilienbesitzern und -verwaltern unterstützen eine effizientere Nutzung des Wohnungsbestands und wie wirken sie zusammen? Was braucht es, damit erhöhte Wohnmobilität zu einer Reduktion des individuellen Wohnflächenverbrauchs führt? Diese Fragen haben Vertreterinnen und Vertreter von institutionellen Wohnungseigentümern, von Bund und Gemeinden, Beratungs- und Nichtregierungsorganisationen sowie der Forschung an einem Workshops diskutiert, der Mitte März 2023 im Rahmen des Nationalen Forschungsprogramms «Nachhaltige Wirtschaft» in Zürich stattgefunden hat. In diesem Beitrag werden die Grundlagen der Diskussion sowie ihre Ergebnisse zusammengefasst.
