Abstract

Özet Günümüz tarım-gıda sistemi, iklim ve ekosistem ihtiyaçları göz önüne alındığında sürdürülemez yönde dönüşmektedir. Bu dönüşüm sürecinde birçok uluslararası kurum/kuruluş, topluluk, sivil inisiyatif, uluslararası toplumsal hareket ve araştırmacı tarım gıda sisteminin sürdürülemez yapısına dönük sorunları çözmek üzere çalışmalar yürütmekte ve öneriler geliştirmektedir. Sürdürülebilir geçişim (transition) çerçevesinde gündeme gelen bütüncül yaklaşımlardan biri de Kentsel Gıda Planlaması çerçevesidir. Mevcut tarım-gıda sisteminin; konvansiyonel ve kapitalist bir sistem hegemonyası altında sürdürülebilirliği tartışılırken kentler, politika yapıcılar, kurumlar, akademisyenler ve birçok yerel/sivil hareket, mevcut tarım-gıda sisteminin sürdürülebilir geçişimini sağlamak için gıda stratejileri, gıda yasaları, gıda eylemleri tasarlamakta ve uygulamaya geçirmektedir. Tasarım ve yeniden inşa sürecinde; Sürdürülebilir Kentsel Tarım ve Gıda Sistemleri Küresel Ortaklığı (RUAF) ve Uluslararası Tarım ve Gıda Örgütü (FAO), sürdürülebilir Kent-Bölge Gıda Sistemlerinin nasıl değerlendirileceği ve inşa edileceği konusunda rehberlik sağlayan bir araç kiti geliştirmiştir. Bu yazıda, Kent-Bölge Gıda Sistemi (KBGS) yaklaşımı açıklanarak; FAO, RUAF ve katılımcı kentlerin ortaklığında geliştirilen, Kent-Bölge Gıda Sistemi Araç Kiti derlenip, Türkçeleştirilmiştir. Bu kapsamda, Kent-Bölge Gıda Sistemi Araç Kiti’nin daha sürdürülebilir ve dirençli kentsel gıda sistemleri kurma amacıyla çizdiği yol haritası ve tanımladığı yaklaşımın olanakları ve uygulanabilirliği iki vaka üzerinden incelenmiştir. Gıdanın kent-bölgesinin tanımlanması üzerine önemli çalışmalar yürütmüş olan iki Batı Afrika kentinde, Ouagadougou ve Tamale, Gıda Havzası ve Kent-Bölge Gıda Sistemi yaklaşımı ele alınmıştır. Araştırmanın sonuçlarına dayanarak denilebilir ki, FAO, RUAF ve katılımcı kentlerin ortaklığında geliştirilen Kent-Bölge Gıda Sistemi Araç Kiti’nin, sürdürülebilir ve dirençli Kentsel Gıda Sistemleri inşa etmek için çizdiği yol sınırlı araçlar tanımlamış ve mekânsal disiplinler ile ilişki dışarıda bırakılmıştır. Abstract Mainstream agri-food system has been going an unsustainable transition in terms on the requirements of climate and ecosystems. Many institution, international institutions, community, policy makers, civic initiatives, international grassroots movements, and researchers make studies and develop suggestions design and implement food strategies, food laws and actions to ensure the sustainable transition of the existing agri-food system. In the design and rebuilding process, The Global Partnership for Sustainable Urban Agriculture and Food Systems (RUAF) and the United Nations Food and Agriculture Organization (FAO) have developed a toolkit that provides guidance on how to evaluate and build sustainable City-Region Food Systems. In this article, the City Region Food System (CRFS) approach is explained, The CRFS Toolkit, developed in partnership with FAO, RUAF and participating cities, was reviewed and translated into Turkish. In this context, we examined the roadmap drawn by the CRFS toolkit to establish more sustainable and resilient urban food systems, and the possibilities and applicability of such approach through two cases. In the two West African cities, Ouagadougou and Tamale, which give important clues to define CRFS, the Foodsheds and city-region of food, we discuss the approach. Based on the results of the research, it can be said that CRFS Toolkit developed in partnership with FAO, RUAF and participating cities to build sustainable and resilient Urban Food Systems has defined limited tools and the relationship with spatial disciplines has not been included.
