This article addresses issues related to institutionalization, decentralization and supervision that the National Institute of Metrology, Quality and Technology INMETRO passed, performed and effective, respectively. This is a study on the importance of respecting the principles of human dignity and the social value of work and free initiative within the scope of inspections carried out by INMETRO and the Brazilian Network of Legal Metrology. It also addresses issues related to how the delegation of competence is done, through law and agreements, so that the decentralization of INMETRO with the other states of Brazil is successful. It makes legal analyzes on the main laws that instituted the obligations of the studied bodies, including the practical demonstration of the agreement signed between INMETRO and the Institute of Weights and Measures of Amapá IPEM-AP.
