Abstract

Résumé La question d’emploi occupe une place importante au débat public et politique au Maroc. Cette importance se renforce quand le sujet s’associe avec les jeunes et les diplômés, qui sont vus comme le fer de lance du développement d’un pays. Le chômage des jeunes et des diplômés peut avoir des conséquences négatives tant sur le plan social qu'économique, d'où la nécessité pour l'État de mettre en place des mesures visant à promouvoir une croissance économique axée sur l'emploi. Ce sujet requiert l'utilisation d'un ensemble de méthodes et de techniques complémentaires pour une analyse approfondie. Il est essentiel de réaliser une analyse documentaire et d'exploiter des données numériques afin de mieux appréhender le sujet. Ensuite, il est primordial d'adopter une réflexion critique pour identifier les limites des différentes politiques d'emploi mises en œuvre par les pouvoirs publics. Enfin, la recherche-action s'impose comme une méthode indispensable pour générer des connaissances pratiques sur la problématique étudiée et proposer des pistes de réflexion et d'amélioration concernant la question de l'emploi au Maroc, afin d'éclairer les décideurs publics dans leur processus de prise de décision[CM1] . L’analyse de la politique d’emploi au Maroc nous a permis de conclure que le succès des politiques publiques en matière d'emploi et de croissance inclusive doit reposer sur une volonté politique forte. Il est essentiel de coordonner les actions, d'intégrer les acteurs pertinents et de réformer la gouvernance de l'emploi. La convergence des efforts, l'implication des gouvernements, des entreprises, des syndicats, des organisations de la société civile et des institutions éducatives, ainsi que la réforme de la gouvernance en adoptant des politiques favorables, des procédures simplifiées, la transparence dans les recrutements et la lutte contre la corruption, renforcent la pertinence des politiques d'emploi. En outre, il est crucial d'adopter des mesures spécifiques telles que des programmes de formation adaptés, des incitations à l'entrepreneuriat et des politiques en faveur de l'emploi des jeunes pour favoriser leur inclusion sur le marché du travail[CM2] . Mots-clés : la politique d’emploi, convergence des politiques publiques, la croissance inclusive, jeunes diplômés, nouveau modèle de développement. Abstract The issue of employment holds a significant place in public and political debates in Morocco. This importance is further emphasized when it is associated with young people and graduates, who are seen as the driving force behind a country's development. The unemployment of young people and graduates can have negative consequences both socially and economically, hence the need for the state to implement measures aimed at promoting employment-driven economic growth. This subject requires the use of a set of complementary methods and techniques for a thorough analysis. It is essential to conduct a literature review and leverage digital data to better understand the subject. Then, it is crucial to adopt a critical reflection to identify the limitations of various employment policies implemented by the public authorities. Lastly, action research emerges as an indispensable method to generate practical knowledge on the studied issue and propose avenues for reflection and improvement regarding the employment question in Morocco, in order to enlighten public decision-makers in their decision-making process. The analysis of employment policy in Morocco has led us to conclude that the success of public policies in employment and inclusive growth must rely on strong political will. It is essential to coordinate actions, integrate relevant stakeholders, and reform employment governance. The convergence of efforts, involving governments, businesses, trade unions, civil society organizations, and educational institutions, along with governance reforms encompassing favorable policies, streamlined procedures, transparency in recruitment, and anti-corruption measures, enhances the relevance of employment policies. Additionally, adopting specific measures such as tailored training programs, entrepreneurship incentives, and policies supporting youth employment is crucial to foster their inclusion in the labor market Keywords : Employment policy, convergence of public policies, inclusive growth, young graduates, new development model.
