Anrechnung von Bildungsleistungen in der beruflichen Grundbildung in der Schweiz

Abstract

Angesichts der demografischen und wirtschaftlichen Entwicklung sowie des digitalen Wandels haben der Erwerb eines formalen Abschlusses und das lebenslange Lernen an Bedeutung gewonnen. Die Anerkennung von bereits erworbenen Kompetenzen als „Bildungsleistungen“ ist ein wichtiges Instrument, um Erwachsenen den Zugang zu einem Berufsabschluss zu erleichtern. Auf der Grundlage der Ergebnisse einer Onlinebefragung in allen Kantonen der Schweiz sowie ausgewählter Interviews wird in diesem Beitrag untersucht, wie die Anrechnung von Bildungsleistungen in der beruflichen Grundbildung umgesetzt wird, welche Herausforderungen sich den Kantonen dabei stellen und wie diesen aus ihrer Sicht begegnet werden kann. Die Ergebnisse zeigen eine große Heterogenität bei der Umsetzung, obwohl die Anrechnung von Bildungsleistungen gesetzlich verankert und für die berufliche Grundbildung national geregelt ist. Ungleichbehandlung von Erwachsenen mit denselben Voraussetzungen zu vermeiden, ist für die Kantone ein große Herausforderung und erfordert eine gute Zusammenarbeit und Vereinheitlichung der Hilfsmittel und Prozesse.
