O PROCESSO DE REVISÃO DA CCW NO ÂMBITO DOS PRODUTORES E NÃO-PRODUTORES DE ARMAS

Abstract

A Inteligência Artificial (IA) já está transformando indústrias e recebeu investimentos significativos de economias produtoras de armas. Isso levanta sérias questões éticas sobre o uso militar da inteligência artificial, particularmente no que diz respeito à implantação de sistemas autônomos de armas letais que operam sem controle humano. Além disso, preocupações éticas cercam o uso auxiliar de IA em missões militares, como seleção de alvos e reconhecimento por meio de análise de imagens. Outra questão crítica decorre da assimetria de poder entre países produtores de armas com indústrias avançadas e países não produtores de armas, particularmente aqueles do Sul Global. A utilização militar da inteligência artificial reforça as desigualdades sistêmicas entre países desenvolvidos e em desenvolvimento. Isso exige discutir o estabelecimento de mecanismos multilaterais para regular a corrida armamentista de IA entre potências significativas que buscam o domínio em tecnologias disruptivas dentro do setor militar. Por outro lado, os países do Sul Global, alavancando seu peso econômico coletivo, podem defender regras e normas em instituições multilaterais que abordem o uso acessório de IA em missões militares e proíbam o uso de armas letais movidas a IA. A conexão entre diferentes realidades e posições no sistema internacional de defesa pode alavancar a capacidade de promover o desenvolvimento de acordos e o compromisso. Isso ajudaria a reduzir a assimetria de poder e criaria um cenário global mais pacífico.
