Kostenwahrheit in Landwirtschaft und Ernährung. Grundwissen und Hintergründe in Fragen und Antworten

Abstract

Landwirtschaft und Ernährung haben Auswirkungen und Nebenkosten, die nicht in den Preisen der Nahrungsmittel enthalten sind. Die heutigen rechtlichen Regelungen zwingen uns alle, Kosten zu tragen, die andere verursacht haben. Die Folge davon sind Ungerechtigkeiten und Verschwendung und Schäden an Mensch und Umwelt. Die Lösung des Problems heisst Kostenwahrheit. Was verbirgt sich hinter dem oft nur oberflächlich verstandenen Begriff? Was bedeutet Kostenwahrheit für die Regelung von Produktion und Konsum? Wie wir als Gesellschaft die Regeln setzen, hängt am Ende von unseren Werten ab: Wem soll die gemeinsam genutzte Umwelt wie Wasser und Luft gehören? Genügt uns ein halbes Verursacherprinzip, bei dem die Verursacher die Hälfte der Kosten tragen? Wollen wir eine solche Regelung der Verantwortlichkeiten – und wenn ja, mit welcher Begründung? Wollen wir landwirtschaftsnahe Industrien und die Landwirtschaft weiterhin über verzerrte Preise und unfaire Wettbewerbe unterstützen oder wollen wir Kostenwahrheit und gleich lange Spiesse? Die Antworten auf diese Fragen bestimmen unsere politischen Regelungen. Dieser Text präsentiert Grundwissen und Hintergründe in leicht verständlicher Form. Er ist nach dem Prinzip Frage–Antwort in kleine Abschnitte unterteilt. Die Leserinnen und Leser können sich so rasch orientieren und informieren. Sie werden angeregt, selber über Regelungen nachzudenken. Die Publikation richtet sich an Fachleute, die mit Landwirtschaft, Umwelt, Klima und Ernährung zu tun haben, sowie an Politik, Medienschaffende, Lehrpersonen und die interessierte Öffentlichkeit.
