The article studies potential for qualitative improving Kaliningrad as a tourist destination due to fundamentally new approaches to the organization of the city tram route network and correction of the principles of tram communication among tourist sites located in different areas of the city. The authors attempt to create a new tourist facility and center of attraction for both locals and tourists - the Excursion Tram Ring. The issues of the current state of tram communication, ways of its development, variations in the rolling stock of the tram and its infrastructure are considered. The article notes the special importance of implementing an effective model of tram tourist communication in the city to improve the opportunities for the realization of their tourism potential by geographically focused tourism business entities, which, combined with an increasing level of service for travelers, creates the basis for sustainable tourism development in Kaliningrad. To eliminate technical limitations in this project, based on the results of a comparative analysis, it is proposed to use the Hop-On – Hop-Off system.
