This report focuses on Open Access (OA) publishing at University of Padua (Italy) for the years 2019-2022. It describes the main concepts of Open Access and Open Science, and introduces the actions and policies of the University of Padua related to these issues. Scholarly publications data were extracted from Clarivate InCites, a data analytics tool based on the complete set of indexes from Clarivate Web Of Science. InCItes data were enriched with OA Read & Publish agreement dashboards available to the approval managers of the University of Padua. Starting from the local context, the technical paper introduces the OA model of Transformative Agreements and highlights its critical issues and future opportunities. On the basis of the analysis made, the report outlines some scenarios for the adoption of Open Access models sustainable for the institution.
