PURPOSE This paper sets out the following: A proposal for management structure for a dual-learning system in Lesotho Roadmap provided with specific issues and priority areas to be explored Financing Resources Ways of working approaches BACKGROUND The importance of tripartite (private sector/industry/employers; public and private education and training institutions; government) oversight of all forms of dual learning (internship programs and apprenticeship program) cannot be overstated. While the MoU signed by the three parties in 2019 was a good start, the mobilization of the three parties for dual learning has been difficult. Internal communication initiatives are needed to conduct this mobilization. The role of the Tripartite Committee for Dual Learning is to provide oversight over the three types of dual learning that are managed by different government entities. The elements and modalities of this oversight will be elaborated elsewhere. The Terms of Reference (ToR) for the governance model is based on best practice, lessons learnt and emerging policy thinking on new public governance ideas within the field of public private partnership for skills and education. An options paper has been presented for a dual system at a high level, providing an overall framework for consolidating the TVET and Higher Education landscape.
