Energy planning and land and water use balance are very critical for Uganda to achieve her vision for 2040 of modern farming, industrial growth, smart cities, and improved transport. The CLEWS method for analyzing the energy plan, land use, and water use using the OseMosys tool has been used to develop the country's priority areas. The results of the study indicate that Uganda has no problem with water and land, which means that irrigation farming is possible to help increase crop production and also make the non-used land areas productive. Also, developing smart cities is possible because of the availability of land for expansion. However, the energy is constrained because the country's initial plan was to prioritize the development of the hydroelectric power plant, but the capacity is limited. Since the country is also committed to zero emissions and the provision of affordable energy to increase access, the most viable option will be developing community solar PV systems to meet both short- and long-term demand.
