Position Paper Levenlang Ontwikkelen 2023-2026. De rol van universiteiten in een leven lang ontwikkelen voor een maatschappij in verandering

Abstract

Grote maatschappelijke uitdagingen en een snel veranderende arbeidsmarkt maken de urgentie voor Leven Lang Ontwikkelen (LLO) groter dan ooit. De landelijke vraag naar onderwijs voor professionals neemt toe, na jarenlange lage participatie. Dat is een goed en hoopvol begin. Toch hebben we nog een flinke groeispurt te maken in het streven naar 62% scholingsdeelname in 2030 van alle volwassenen in Nederland. Universiteiten willen een belangrijke bijdrage leveren aan deze gezamenlijke groeiambitie. Hier hebben we de afgelopen jaren sterk in geïnvesteerd. Deze gemaakte investeringen dreigen echter teniet te gaan als er geen wettelijke ruimte komt om LLO duurzaam te borgen. UNL pleit daarom voor de wettelijke erkenning van hoger onderwijs voor professionals. De wijze waarop en het tempo hierin willen we samen met de MBO Raad, Vereniging Hogescholen, NRTO, het werkveld en ministeries nader verkennen.
