Abstract

El movimiento obrero ha desempeñado un lugar destacado en la historia de Bolivia, sobre todo, desde la Revolución de 1952. Si bien sufrió una fuerte ofensiva del capital en las décadas de 1980 y 1990, en el presente siglo la clase trabajadora comenzó a recuperarse tras la embestida neoliberal. El propósito del artículo es observar las diversas protestas laborales desarrolladas durante la presidencia de Evo Morales Ayma (2006-2019). En particular, se abordan los conflictos sindicales originados en el movimiento obrero, los diferentes tipos de protestas que se efectuaron, las formas que asumieron y el contenido de sus reclamos. Como parte central de ese análisis se investiga sobre el fluctuante comportamiento sindical y político que fue adoptando la dirigencia de la Central Obrera Boliviana (COB) frente a un gobernante de extracción indígena. En ese sentido, observamos las posturas que adoptó la entidad obrera frente al expresidente de acuerdo con el nivel de desarrollo de la protesta gremial y según las distintas coyunturas electorales. Para efectuar esta pesquisa se hizo un detallado examen de los principales periódicos de esos años. Además, se consultó diversos informes elaborados por diferentes centros de estudios

The labor movement has played a prominent place in the history of Bolivia, especially since the 1952 Revolution. Although it suffered a strong offensive by capital in the 1980s and 1990s, in the present century the working class began to recover after the neoliberal onslaught. The purpose of the article is to observe the various labor protests developed during the presidency of Evo Morales Ayma (2006-2019). In particular, it addresses the union conflicts originating in the labor movement, the different types of protests that took place, the forms they assumed and the content of their claims. As a central part of this analysis, we investigate the fluctuating union and political behavior adopted by the leadership of the Central Obrera Boliviana (COB) in the face of a ruler of indigenous extraction. In this sense, we observe the positions adopted by the workers’ entity against the former president according to the level of development of the union protest and according to the different electoral situations. To carry out this research, a detailed examination of the main newspapers of those years was made. In addition, various reports prepared by different study centers were consulted.
