The first relationship that is put forward when determining the systems of government is the relationship of the legislature and the executive. Based on this relationship, government systems have been subjected to a dual classification; separation of forces and union of forces. While presidential, semi-presidential and parliamentary systems are seen in government systems where the principle of separation of forces is applied; In government systems where the principle of unity of forces is applied, the parliamentary government system is seen if the forces are combined in the legislature, and the monarchy system is seen if they combine in the executive. There is debate in many countries about what is the best government system. In this study, the role of different government systems and state forms in determining the level of democracy of countries is discussed through presidential and absolute monarchy government systems. While examining the advantages and disadvantages brought by the presidential system and absolute monarchy to democracy; An evaluation has been made by taking into account factors such as the extent to which the societies examined have internalized democracy, how ready the society is for the system, the election systems applied in the country, the structure of the state, and the economic situation of the country. As a result of the evaluations, it was seen that the development of the democracy level of the countries would be realized by society's internalizing the political culture and prioritizing the law and justice by the rulers rather than the perfection of the system.
