Abstract

מגפת ה-19-COVID שינתה את צורת החיים של אנשים ברחבי העולם. בישראל ההתמודדות עם המשבר הייתה בכל הרמות: לאומית, מקומית, קהילתית, ארגונית, משפחתית ואישית. למרות המדיניות הדומיננטית שנקבעה ברמה הלאומית, כגון סגרים, סגירת ענפי הכלכלה, הגבלות על תנועה, והנחיות להתנהלות אישית, נשאר מקום רב לרמה המקומית לעצב את תגובתה למשבר ולהשפיע על חווית תושביה. מחקר זה בוחן את התנהלות הרשויות המקומיות בישראל במהלך משבר הקורונה. משבר הקורונה טומן בחובו אתגרים רבים: בריאותיים, חברתיים, כלכליים וניהוליים, עימם נדרשו להתמודד כל גופי השלטון. לאור התפקיד המרכזי של השלטון המקומי בטיפול באוכלוסייה בעתות חירום, חשוב להבין את אופני הפעולה של הרשויות המקומיות ותפקודן במהלך משבר הקורונה. לפיכך, מחקר זה בוחן מהם הגורמים אשר סייעו לרשויות מקומיות להציג תפקוד מוצלח וביצועים גבוהים בהתמודדות עם משבר הקורונה, ולחילופין, מהם החסמים אשר עיכבו רשויות מקומיות וגרמו לביצועים ירודים בהתמודדות עם המשבר.
