Abstract

This article shows the elements of participation in the «InBeZug» project of the Canton of Zug. The project was carried out between 2017 and 2019. The goal was to further develop the services for adults with disabilities in order to strengthen their autonomy, participation and personal responsibility. The results of the project serve as a basis for the revision of cantonal legislation on benefits for people with disabilities. The involvement of the relevant stakeholder groups was an important part of the project implementation. The New Public Governance (NPG) approach is used as a framework for viewing administrative action in this exemplary case study from a governance perspective, and participatory administrative action is classified using a participation model. Abstrakt In diesem Beitrag werden die Elemente von Partizipation im Projekt «InBeZug» des Kantons Zug aufgezeigt. Das Projekt wurde zwischen 2017 und 2019 durchgeführt. Das Ziel lautete, die Angebote für erwachsene Menschen mit Behinderung weiterzuentwickeln, um ihre Selbständigkeit, Teilhabe und Eigenverantwortung zu stärken. Die Ergebnisse des Projekts dienen als Grundlage für die Revision der kantonalen Gesetzgebung über die Leistungen für Menschen mit Behinderung. Die Einbeziehung der relevanten Anspruchsgruppen war ein wichtiger Bestandteil bei der Projektdurchführung. Der Ansatz der New Public Governance (NPG) wird als Orientierungsrahmen verwendet, um das Verwaltungshandeln an diesem exemplarischen Fallbeispiel aus einer Governance-Perspektive zu betrachten, und mit einem Partizipationsmodell wird das partizipative Verwaltungshandeln eingeordnet. Abstraite Cet article présente les éléments de participation au projet «InBeZug» du canton de Zoug. Le projet a été réalisé entre 2017 et 2019. L‘objectif était de développer davantage les offres destinées aux adultes en situation de handicap afin de renforcer leur autonomie, leur participation et leur responsabilité personnelle. Les résultats du projet servent de base à la révision de la législation cantonale sur les prestations aux personnes handicapées. La considération des groupes d’intérêt a été une partie importante de la mise en œuvre du projet. L‘approche du New Public Governance (NPG) est utilisée comme cadre pour visualiser l‘action administrative dans cette étude de cas du point de vue de la gouvernance, et l‘action administrative participative est classée à l‘aide d‘un modèle de participation.
