Abstract

Résumé Dans la région MENA, les actions humanitaires constituent un adossement décisif pour les systèmes de santé des États membres, surtout pour les pays confrontés aux instabilités géopolitiques et aux tensions conflictuelles violentes. Où les flux des réfugiés, L’accroissement des victimes et blessés de guerre, le transit et déplacement interne excessif des populations et la migration illégitime bat son record. Dans cette optique, afin de répondre aux besoins sociaux solidaires internationaux en période de crises et respecter en même temps les exigences des bailleurs de fonds, en termes d’efficacité et d’efficience des programmes d’assistance humanitaire. Dans nôtre article de recherche, on s’est fixé comme objectif principal l’évaluation de la performance des systèmes de santé de la région MENA soutenus par les subventions humanitaires, bien évidemment pour donner une crédibilité scientifique à nôtre recherche on s’est basé sur un paradigme logique positiviste à raisonnement déductif, et cette fois-ci, en s’appuyant sur une méthode de recherche opérationnelle non-paramétrique basée sur l’analyse par enveloppement des données (DEA), les résultats obtenus selon l’orientation input indiquent l’aggravation des problèmes gestionnaires et d’échelles pour un nombre important de système de santé (MENA) à titre d’exemple malgré son efficience sur la frontière VRS, le système de santé syrien souffre d’une mauvaise répartition des subventions humanitaires médicales suite à sa taille non-optimale (SE=74,6%) ; le système de santé iraquien souffre également d’une mauvaise répartition des ressources médicales entre gouvernorats (Vrste= 89,09%) et (SE=83,44%) etc. . Abstract In the MENA region, humanitarian actions constitute a decisive backing for the health systems of the member states, especially for countries facing geopolitical instability and violent conflict tensions, causing flows of refugees, illegitimate migration, excessive transit and internal displacement of populations. In order to respond to international social solidarity needs in times of crisis and to respect at the time requirements of donors in terms of the effectiveness and efficiency of humanitarian assistance programs, this article seeks to evaluate the performance of health systems in the (MENA) region supported by humanitarian grants. In order to give a scientific credibility to this research, a positivist logical paradigm with a deductive posture has been chosen, and this time, relying on a non-parametric operational research method based on data envelopment analysis (DEA), the results obtained according to input orientation indicate the aggravation of managerial and scale problems for a large number of health systems (MENA). For example: the efficient Syrian health system on the VRS border, also suffers from poor distribution of medical humanitarian grants due to its non-optimal size (SE=74,6%); besides, the Iraqi health system also suffers from a poor distribution of medical resources between governorates (Vrste=89,09%) and (SE=83,44%) etc; Keywords: health systems, humanitarian actions, refugees, MENA region, the Red Cross, world health organization.
