El financiamiento para las instituciones públicas de educación superior

Abstract

El financiamiento para las instituciones públicas de educación superior se da en diferentes ámbitos; en lo referente al Ramo 33, Aportaciones federales para entidades federativas y municipios, contempla el Fondo de Aportaciones Múltiples (FAM) que está dirigido tanto al beneficio social, en la figura de desayunos escolares, como para el mantenimiento, rehabilitación y construcción en la infraestructura educativa de nivel básico y superior; lo anterior forma parte del manejo de los recursos públicos, esto es, las Finanzas Públicas. Sin embargo, para realizar la asignación a las Universidades Públicas Estatales (UPES) se hacía de manera discrecional hasta el año 2014, cuando se establece una fórmula para su cálculo, tomando en cuenta indicadores como la matrícula de calidad, la inercia en las solicitudes de presupuesto, los porcentajes de avances, entre otros. Por lo tanto, en este trabajo se analiza cómo fue el comportamiento de la asignación del financiamiento a las instituciones públicas de educación superior a través del FAM, en específico a las UPES, entre los años 2013, que no había fórmula, y el año 2014, ya con fórmula, detectando la similitud de dicho comportamiento
