Eski Sovyetler Birliği Cumhuriyetleri ve Doğu Avrupa Ülkelerinden Bilim Adamı Getirtilmesi Programı (Doprog) Neden Bir Üniversite Reformu Olamadı?

Abstract

Toplumsal dönüşüm ve kalkınma, güçlü bir üniversite yapısı ile işleyen araştırma ve geliştirme (A+G) sistemine bağlıdır. Türkiye’de planlı bilim ve teknoloji politikaları döneminin başlamasından bu yana üniversitelerin kalitesinin arttırılması ve A+G yapısının güçlendirilmesi önemli bir mesele olagelmiştir. Sovyetler Birliği’nin dağılması Türkiye’nin bilimsel kapasitesini güçlendirmesi için bir fırsat kapısı aralamış ve Eski Sovyet Cumhuriyetleri’nden bilim insanları1 DOPROG dâhilinde Türkiye’ye getirilerek Sovyet bilim geleneğinin ve teknolojisinin transfer edilmesi hedeflenmiştir. Ancak program beklenen başarıyı sağlayamamış ve beş yıl gibi kısa bir sürede uygulamadan kaldırılmıştır. Bu çalışmada DOPROG adıyla bilinen programın başarısızlık nedenleri incelenmiştir. Ayrıca, DOPROG’un neden Alman bilim insanlarının 1933 yılından başlayarak Türkiye’ye gelmelerinin Türk üniversite sisteminde yarattığı türden bir dönüşüm olmadığı ele alınmıştır.
