Gobernanza y gobernabilidad en los actores directivos del CONICET entre 1983-2002

Abstract

El siguiente artículo aborda los procesos de gobernanza y gobernabilidad al interior del CONICET, en especial los cambios y continuidades en los espacios de dirección y en las burocracias internas, teniendo en cuenta los impactos en las relaciones interinstitucionales con la SECYT entre 1983-2002. Para ello, se analizan las características organizacionales, de autoridad y autonomía de los actores burocráticos ligados a los espacios de dirección del CONICET y las relaciones de cooperación y/o conflicto con la SECYT a lo largo del período. Una de las conclusiones del artículo es que difícilmente se puede pensar en una gobernanza unívoca en una institución científica como el CONICET, en donde se registran a lo largo de su historia cambios en la goberna-bilidad de los actores que afectan a las capacidades de acción de los mismos y por lo tanto a los márgenes de soberanía científica y tecnológica de la institución en el sistema público de investigación argentino.

The following article addresses the processes of governance and governability within CONICET, especially the changes and continuities in the management spaces and internal bureaucracies, taking into account the impact on inter-institutional relations with SECYT between 1983-2002. To this end, we analyse the organisational characteristics, authority and autonomy of the bureaucratic actors linked to CONICET’s management spaces and the relations of cooperation and/or conflict with SECYT throughout the period. One of the conclusions of the article is that it is difficult to think of a univocal governance in a scientific institution such as CONICET, where changes in the governance of the actors have been registered throughout its history, affecting their capacity for action and therefore the margins of scientific and technological sovereignty of the institution in the Argentine public research system.
