Abstract

ПОЛИТИКА ДНР ПО ФОРМИРОВАНИЮ РЕГИОНАЛЬНОЙ ИННОВАЦИОННОЙ СИСТЕМЫ / Е. В. ПОНОМАРЕНКО, А. В. ВЕРИГА; ГОУ ВПО «ДОНАУИГС» // Менеджер. - 2022. - №4(102). - С. 105-117. В исследовании авторы развивают тезисы и идеи, представленные в статьях о формировании инновационной инфраструктуры, а также об опыте участия системы образования Донецкой Народной Республики в управлении интеллектуальным капиталом. Республика относится к новым субъектам Российской Федерации, выстраивающим свою экономическую и инновационную систему в сложных внешних условиях непрекращающихся военных действий и ограниченности возможностей для экономического роста. В свете интеграции в Российскую Федерацию и ускорения процесса восстановления экономики ДНР возникает необходимость в формировании её гибкой региональной инновационной системы, которая позволит поддержать субъекты инновационной деятельности и создаст условия для их развития. Целью исследования является освещение проблем формирования региональной инновационной системы Республики и разработка модели её дальнейшего развития. В процессе исследования использованы следующие методы: логического исторического исследования, статистического анализа и синтеза, графического моделирования, сценарного прогнозирования. Результаты работы и область их применения, следующие: проанализированы подходы к определению понятия и сущности национальной инновационной системы, представлена и охарактеризована её принципиальная структура. Дана оценка состоянию и уровню инновационного развития ДНР на разных этапах становления и развития, названы факторы влияния, проблемы и место инновационной системы в экономике в целом. В качестве наиболее перспективных направлений развития инновационной деятельности предложены сетевая модель и сценарий реиндустриализации экономики. Обозначены критерии эффективности использования потенциала предложенной сетевой структуры республиканской региональной инновационной системы, а также направления развития региональной инновационной сети, её инфраструктуры и стимулирования инновационной деятельности. In the study, the authors develop the theses and ideas presented in the articles on the formation of an innovative infrastructure, as well as on the experience of the participation of the education system of the Donetsk People's Republic in the management of intellectual capital. The Republic is one of the new subjects of the Russian Federation, building its economic and innovative system in the difficult external conditions of ongoing hostilities and limited opportunities for economic growth. In the light of integration into the Russian Federation and accelerating the process of economic recovery of the DPR, there is a need to form its flexible regional innovation system, which will support the subjects of innovation and create conditions for their development. The purpose of the study is to highlight the problems of formation of the regional innovation system of the Republic and develop a model for its further development. The following methods were used in the research process: logical historical research, statistical analysis and synthesis, graphical modeling, scenario forecasting. The results of the work and the scope of their application are as follows: approaches to the definition of the concept and essence of the national innovation system are analyzed, its principal structure is presented and characterized. An assessment is given of the state and level of innovative development of the DPR at different stages of formation and development, the factors of influence, problems and the place of the innovation system in the economy as a whole are named. The network model and the scenario of economic reindustrialization are proposed as the most promising directions for the development of innovative activity. The criteria for the efficiency of using the potential of the proposed network structure of the republican regional innovation system, as well as the directions for the development of the regional innovation network, its infrastructure and the stimulation of innovation activity are outlined.
