Bio-plastics: Transitie naar een Circulaire Kunststofketen

Abstract

In opdracht van Planbureau voor de Leefomgeving (PBL) is de Universiteit Utrecht, samen met kennispartners, gevraagd om een analyse te maken van de voortgang van de transitie naar een circulaire economie aan de hand van de verschillende Transitie Agenda’s (TA). De casussen voor deze analyses zullen gebaseerd zijn op de verschillende prioritaire ketens. Bio-plastics valt niet onder een enkele TA maar wordt behandeld in de TA Kunststoffen, TA consumptiegoederen en de TA biomassa en voedsel. Het huidige onderzoek richt zich op de Nederlandse kunststofsector, specifiek kijkend naar bio-plastics. Een circulaire kunststofketen is niet afhankelijk van fossiele grondstoffen, maar berust zich op recyclaat en biomassa. Omdat recyclaat niet de gehele plastic behoefte kan dekken, door verlies en afnemende waarde, zullen bio-plastics nodig zijn om dit gat te vullen. Om de milieu-impact van de plastic keten structureel te verlagen is de missie gesteld om in 2050 meer recyclaat te gebruiken in nieuwe producten en 100% van het benodigde virgin plastic materiaal van duurzame oorsprong te laten zijn. In dit rapport wordt, aan de hand van het missie-gedreven innovatie systeem raamwerk, geanalyseerd hoe het innovatie systeem rondom verschillende bio-plastics functioneert en hoe ze bijdragen aan de transitie naar een circulaire economie.
