NNPDF/pineko: Support new EKO format and fix scale variations

Abstract

The main things that happened in this release are: Added support for new EKO format Scheme C for scale variations corrected (alpha_s is now computed at process scale rather than varied scale) Configs have been refactored (now pineko will look for the pineko.toml file in all the parent directories of the cwd)
