As the Qur'an is the main source of Islam, it must be understood guide the people life’s who believe in it in every period. The effort to understand and make sense of Qur'an has brought with it the difference of method and style among Muslims. The problem of the applicability of the Qur'an in modern times, especially the applicability of the verses that penetrate the social sphere, is a problem that Muslims face. In order to understand this issue, first of all, it is necessary to examine the intellectual ground that brought Muslims to this point. Therefore, in this study, this subject will be mentioned primarily, and then the change in the ahkam and the limits of this change will be discussed.During this discussion, the subject will be briefly examined in terms of Islamic law. Afterwards, the most associated applications of Hz. Umar on the subject will be examined because those who say that change of ahkam is necessary and keep this field of change wide, base their thoughts on practices executed by Hz. Umar. Since the subject of the study is wide-ranging and based on the fact that the change of ahkam, did not occupy the minds in the classical period as much as today; the study will be concluded by examining the views of Sayyid Ahmed Khan and Fazlur Rahman who have an attitude in favoring opinions on changing ahkam.

Kur’an-ı Kerim, İslâm dininin ana kaynağı olması itibariyle her dönemde ona inanan insanların hayatına yön vermek amacıyla anlaşılmak durumundadır. Bu anlama ve anlamlandırma çabası Müslümanlar arasında metot ve tarz farklılığını da beraberinde getirmiştir. Kur’ân’ın, özellikle sosyal alana nüfuz eden ahkâm ayetlerinin, modern zamanda uygulanabilirliği sorunu, Müslümanların yüz yüze geldiği bir problemdir. Bu konunun anlaşılabilmesi için öncelikli olarak Müslümanları bu noktaya getiren fikrî zeminin incelenmesi gerekmektedir. Dolayısıyla bu çalışmada öncelikli olarak bu konuya değinilecek sonrasında da ahkâmın değişmesi ve bu değişmenin sınırları ele alınacaktır. Değişmenin sınırları ele alınırken de konu İslam hukuku açısından kısaca incelenecektir. Akabinde, ahkâmın değiştirilmesi ve bu değişim alanının geniş tutulması gerektiğini söyleyenlerin, düşüncelerini Hz. Ömer'in gerçekleştirdiği uygulamalara dayandırmaları nedeniyle Hz. Ömer'in konuyla en çok ilişkili olan uygulamaları incelenecektir. Çalışmanın konusunun çok geniş kapsamlı olması itibariyle ve klasik dönemde; ahkâmın değişmesinin günümüzdeki kadar zihinleri meşgul etmediği gerçeğinden yola çıkarak, ahkâmın değişmesinden yana tavır ortaya koyan Seyyid Ahmed Han ve Fazlur Rahman’ın konu ile görüşleri incelenerek çalışma sonlandırılacaktır.
