Los retiros de los fondos provisionales y las finanzas: nuevas rutas de extracción financiera

Abstract

En un contexto de crisis salarial producto de los efectos de la pandemia sociosanitaria y en razón de la falta de apoyos económicos, se implementó en Chile en julio del 2020 una ley que permitió el retiro anticipado del 10% de los fondos previsionales. Esta controversial medida permitió que más de 11 millones de trabajadores accedieran a los retiros y tuvo, a su vez, un efecto no esperado de reactivar la economía chilena. En este artículo se propone un análisis del primer retiro de fondos previsionales en tanto esta medida inyectó recursos económicos inéditos a las clases populares quienes, en razón de los bajos montos de ahorro previsional, no pudieron beneficiarse de los otros retiros. Para ello, mi argumento se desarrolla en tres partes: primero, presento brevemente las principales reformas que se implementaron en Chile durante la dictadura militar y que permitieron el desarrollo de una infraestructura financiera para la prestación de servicios de protección social (AFP); segundo, analizo las relaciones de consumo y endeudamiento de los hogares populares y tercero, exploro las virtudes de “eficacia” y “transversalidad” que, a raíz de los retiros, se le atribuyen a la infraestructura financiera y los nuevos circuitos de captación de valor que este retiro edificó.
