L'activité portuaire face à la Covid 19: Le Cas du port de Tanger-MED

Abstract

Le contexte sanitaire marocain pendant ces dernières années a connu une forte baisse des échanges commerciaux au niveau mondial, dans ce sens, l’organisation mondiale du commerce a déclaré pendant la période que « le trafic mondial des marchandises devrait afficher un recul de 13% à 32% en 2020 ». En effet, les ports agissant comme opérateurs dans les transactions commerciales ainsi que le transport du fret maritime dépendant de ces échanges semblent eux aussi lourdement impactés par la baisse du volume des importations et des exportations liées à la baisse de la cadence productive de nombreuses industries (Automobile, Aéronautique, Textile…). La chaine logistique internationale et son rôle décisif dans le maintien des approvisionnements est aussi frappée par cette crise sanitaire. Dans cet article nous revenons principalement sur ces effets spécifiques de la pandémie et sur les singularités du fret maritime. Le port de Tanger Med, par son importance sur la façade Sud de la méditerranée et par sa proximité à l'Europe, est un cas assez significatif des enjeux qui impactent désormais ces activités portuaires. Sa position stratégique dans les flux maritimes, sa connexion avec plus de 180 ports mondiaux, sa proximité avec l'Europe et son ouverture sur la Méditerranée lui procure une place importante dans le maintien de la chaine d'approvisionnement. Il est alors essentiel de se pencher sur les perspectives à moyen terme pour le Port de Tanger Med dans un contexte largement bouleversé et marqué par de nouveaux questionnements sur la nature des échanges et la chaine de valeur à l'échelle globale.
