PUEBLOS INDÍGENAS Y POLÍTICAS HABITACIONALES. UN BALANCE DE LA ACTUACIÓN DEL ESTADO VENEZOLANODURANTE EL SIGLO XX.

Abstract

En Venezuela, durante el siglo XX, las políticas públicas, en especial las habitacionales, se destacaron por su incoherencia y por estar implícitas en otras de mayor impacto sociocultural, dentro de un contexto dominado por la culturacriolla. A partir de ello, contrasta el hecho de que las mismas tenían un trasfondo de dominación enmarcadas en la visión paternalista y asistencialista del Estado venezolano. La investigación se basó en enumerar las políticas en materia devivienda y hábitat para los pueblos indígenas venezolanos, durante el períodode 1901 a 1999. El estudio recoge los resultados preliminares de la primera fase de la investigación Estudio de Desarrollos Habitacionales concebidos por el Estado en comunidades indígenas, para la generación de indicadores transversales de diseño, construcción y participación comunitaria en las políticas habitacionales enVenezuela, donde se empleó el método de investigación documental, basándose en el arqueo biblio-hemerográfico de fuentes oficiales y no oficiales. Como resultado,se obtuvo un esquema analítico de las iniciativas estatales en materia de vivienda yhábitat implementadas en las comunidades indígenas del país, concluyendo que la sostenida implementación de estas políticas, que compulsivamente buscabanla “integración al desarrollo nacional” de los pueblos indígenas, conllevaron amodelos de convivencia muy distintos a sus asentamientos tradicionales,traduciéndose en el cambio cultural y redefinición de los códigos arquitectónicos de sus viviendas.
