Adapun metode penelitian yg aturan yg digunakan artinya metode penelitian hukum yuridis normatif. Temuan asal penelitian ini merupakan banyaknya prinsip-prinsip HAM yg telah dituangkan pada peraturan perundang-undangan yang ada namun pula masih poly ditemukan potensi pelanggaran HAM yang dilakukan oleh pemda yg mengindahkan aturan-aturan tersebut, sehingga diperlukannya prosedur-prosedur lanjutan apabila ditemukan adanya perda yg tidak sesuai menggunakan prinsip-prinsip Hak Asasi manusia.
