Abstract

[Portugu��s] Analisa o fen��meno das festas clandestinas durante a vig��ncia de medidas de distanciamento social impostas em raz��o da pandemia de Sars-Cov-2 (COVID-19) nos anos de 2020 e 2021, com especial aten����o ao recorte geogr��fico do Distrito Federal. Partindo desse contexto, promove uma reflex��o sobre uma suposta antinomia e posicionamentos pol��ticos que op��em diametralmente, de um lado, os direitos humanos �� liberdade de locomo����o e de reuni��o, de participar livremente da vida cultural da comunidade e ao trabalho e, de outro, a garantia da sa��de p��blica e ao esp��rito de solidariedade, e sobre como as restri����es ��s liberdades de car��ter individual serviram de fundamento tanto para temores relativos a biopol��tica e Estado de exce����o (manifestados com mais representatividade por Giorgio Agamben) quanto para o individualismo liberal mais inconsequente e autorit��rio, em especial no Brasil. Resgata a categoria Festa a partir de Mikhail Bakhtin e Henri Lefebvre, traz exemplos de festas nas circunst��ncias hist��ricas das mais adversas e procura compreender as raz��es pelas quais as pessoas ignoram os riscos �� sa��de e �� vida e relegam a solidariedade e o luto a um segundo plano para, em vez disso, congra��arem-se em eventos clandestinos. A partir de uma amostragem qualitativa de not��cias nos meios de comunica����o mais acessados no Distrito Federal, suscita a possibilidade de abordagem excessiva, sensacionalista ou diferenciada do assunto em rela����o a outros geradores de aglomera����o. Cogita qual seria (ou teria sido) o cen��rio consensual prop��cio a evitar ou minimizar o fen��meno. [English] It analyzes the phenomenon of clandestine parties during the period of social distancing measures imposed due to the Sars-Cov-2 (COVID-19) pandemic in the years 2020 and 2021, with special attention to the geographic profile of the Federal District. Based on this context, it promotes a reflection on an alleged antinomy and political positions that diametrically oppose, on the one hand, human rights to freedom of movement and assembly, to participate freely in the cultural life of the community and to work, and, on the other, to guarantee of public health and the spirit of solidarity, and on how restrictions on individual freedoms served as a basis both for fears related to biopolitics and the state of exception (manifested with more representation by Giorgio Agamben) and for the more inconsequential liberal individualism and authoritarian, especially in Brazil. Rescues the Party category from Mikhail Bakhtin and Henri Lefebvre, brings examples of parties in the most adverse historical circumstances and seeks to understand the reasons why people ignore health and life risks and relegate solidarity and mourning to a second plan to instead join in clandestine events. From a qualitative sample of news in the most accessed media in the Federal District, it raises the possibility of an excessive, sensationalist or differentiated approach to the subject in relation to other generators of agglomeration. It is wondered what would be (or would have been) the consensual scenario conducive to avoiding or minimizing the phenomenon.
