Efectos y Operación de las Escuelas Contratadas en Colombia. Informe Final

Abstract

Este artículo presenta un análisis de las escuelas contratadas en Colombia, sus efectos y operación. El análisis combina técnicas cuantitativas de emparejamiento basadas en los resultados de las pruebas Saber 11 (administrados por el Icfes) y la encuesta de educación formal C600 (administrada por el DANE) con un análisis comparativo cualitativo basado en entrevistas y grupos focales con actores involucrados en el programa de escuelas contratadas. Teniendo como referente conceptual la teoría de las escuelas contratadas y el problema de agente-principal, el análisis cuantitativo indica que, al contrario de lo sugerido por la teoría, los estudiantes en escuelas contratadas en Colombia tienen un menor desempeño en exámenes estandarizados. El análisis cualitativo muestra que tal desempeño inferior está asociado, por un lado, a las dificultades del principal (gobierno locales) para establecer altos estándares ante las presiones por aumentar la cobertura y ofrecer incentivos que atraigan proveedores calificados. Por otro lado, los agentes (escuelas contratadas) cuentan con condiciones precarias, por lo general asociadas a la alta vulnerabilidad de la población a la que atienden. De tal forma, mientras que los gobiernos locales dependen de las escuelas contratadas para aumentar su cobertura, estas generen una alta dependencia de los subsidios públicos sin que logren mejorar la calidad de sus procesos educativos. Sólo las escuelas que tienen menor dependencia financiera de la contratación, que están localizadas en zonas relativamente menos vulnerables, y cuyas entidades territoriales tienen mayor oferta pública logran mejorar sus procesos por la vía de capacitación de maestros y procesos de planeación institucionalizada, permanente y coordinada con todos los docentes. Estos hallazgos sugieren la dificultad de generar un mercado educativo efectivo con proveedores existentes en zonas marginales y con gobiernos cuyas capacidades de control e incentivos son débiles.
