The article examines the mechanism for ensuring human and civil rights and freedoms. It is established that it is a multifaceted, broad concept that integrates the directions of state policy in the field of human and civil rights and freedoms, guarantees of these rights and freedoms, special bodies and officials responsible for their implementation, regulation of these spheres, etc. Narrowing the term "mechanism of ensuring human and civil rights and freedoms" to a specific area of such a mechanism - the sphere of national security of Ukraine, in the article we noted that person - their rights and freedoms, society - its values in various spheres of life are the object national security. We argued that the system of national security of Ukraine is a kind of separate autonomous system of the supranational level, the main purpose of which is the coordination and consolidation of state and non-state institutions to create and strengthen a sovereign, democratic, social and legal state, as required by Art. 1 of the Constitution of Ukraine. During the study, it was noted that the concept of the mechanism of ensuring human and civil rights and freedoms in any of the spheres of human life: in the field of national security, in the field of ensuring the right to judicial protection, in the field of health care, etc. As part of the analysis, we defend the view that specially created bodies and institutions are elements of the mechanism for ensuring human and civil rights and freedoms. At the same time, in each sphere of such provision, the state creates separate special bodies, the task of which is to ensure / guarantee / protect human rights and freedoms in a specific sphere of life - national security, health care, culture, etc. Given the study's limited scope, we considered such an element of the mechanism for ensuring human and civil rights and freedoms in the field of national security of Ukraine as bodies authorized to perform the function of national security. The bodies involved in the mechanism for ensuring human and civil rights and freedoms should include all bodies involved in the security and defense sector. The article pays special attention to the newly created bodies: the Center for Countering Disinformation, Cybercenter UA30.
