The mine is similar to Ph. nigristella. Trophic specialization. Monophagous on Quercus: Q. acutissima, Q. variabilis (Fagaceae) (Kumata 1963; Kumata et al. 1983; Fujihara et al. 2000); Q. mongolica (new record). Distribution. Russia: RFE—KK, PK, SO (Kuril Islands) (Baryshnikova 2016); Japan (Kumata 1963), Korea (Kumata et al. 1983).
