This python package implements certain functionalities of the Neural Engineering Framework (NEF) as described in Eliasmith and Anderson, 2003. It employs the NEF to build a tool for constructing, instantiating and simulating functional spiking neural network models with NEST (Gewaltig and Diesmann, 2007).
