The National Land Agency (BPN) is a non-ministerial government agency in Indonesia that has the task of carrying out national, regional and sectoral land governance so as to facilitate matters in the land sector that require the National Land Agency's important role in their settlement. The problem in this research is how to implement criminal law in land dispute resolution based on Government Regulation Number 24 of 1997 concerning Land Registration. This study uses a normative juridical method so that the data used are sourced from library materials and legal literature. The result of this research is Land Ownership. In this study, one of the juridical basis used is Article 33 paragraph (3) of the 1945 Constitution which states that "Earth, water, and natural resources contained therein are controlled by the state and used for as much as -the great prosperity of the people". Although in carrying out land registration, the National Land Agency has the authority starting from the entry of application files from the community to the issuance of documents in the form of a Decree (SK) of land rights, in its implementation the National Land Agency still involves the Village Government where the location of the land proposed by the applicant is. The conclusion of this study is that in the realm of law it can be said that a dispute is a matter between two or more people in which both are concerned about each other's particular objects.
