After conducting a literature review with high-impact authors, finding references and decrees that managed ethnic learning from the edge of inclusion and meaningful learning with quality, establishing public policies aimed at strengthening higher education institutions in times of pandemic. Finally, it could be inferred that the State, making a hilarity with the ONU, implement strategies to provide training, adopting resilient teachers and students, technologies as a vital tool to develop their activities.

Luegode realizar una revision de literatura con autores de alto impacto, hallando referencias y decretos que apanaban el aprendizaje etnico desde la arista de la inclusion y el aprendizaje significativo con calidad, estableciendo politicas publicas encaminadas a fortalecer las instituciones de educacion superior en tiempo de pandemia.
