Abstract

Abstract Die wichtigsten normativen Demokratietheorien liefern die Grundlage für eine Evaluation und Kritik der Schweizer Demokratie. Dabei zeigt sich, dass die Schweiz Imposantes vorzuweisen hat: eine intensive Partizipation der Bevölkerung, die umfangreiche Realisierung negativer und positiver Freiheit und eine problemlösungs- und konsensorientierte Diskussionskultur. Allerdings sind auch massive Defizite zu konstatieren: eine starke Exklusivität, die Missachtung verschiedenster Gleichheitsprinzipien und die Ignoranz gegenüber externen Effekten. Eine erste Kritik ergibt sich aus der Erkenntnis, dass die vorherrschenden Vorstellungen und Ausprägungen von Demokratie aus normativ-theoretischer Sicht sehr einseitig ausgerichtet sind. Die zweite Kritik besteht darin, dass die Schweizer Demokratie mit einem ausgeprägten Partikularismus einhergeht und damit die im 21. Jahrhundert notwendigen Ergänzung der nationalen Demokratie durch eine transnationale bzw. kosmopolitische Demokratie behindert. Die Schweiz taugt damit nur bedingt als Modell für die Zukunft der Demokratie.
