Остання, поряд з іншими вимогами, включає безпечну поведінку, яка передбачає відповідальне відношення до дотримання правил дорожнього руху як пішохода, так і водія. Більшості негативних наслідків у дорожньо-транспортних пригодах можливо запобігти чітким дотриманням правил, тому фактори ризику травм можна вважати керованими. Про це наголошується під час вивчення теми «Травматизм». Competence includes safe behavior, which involves responsible compliance with traffic rules as a pedestrian and driver. Most deaths and serious injuries in road accidents can be prevented by simply following the rules, so risk factors for injury can be considered manageable.
