Fostering of human capital in Azerbaijan acts as a leading socioeconomic development path of the country. A human capital issue brought to the fore in all the strategic programs and projects, implementation of which carries the national economy forward to the higher levels of technological progress and a population’s prosperity. That is a calibrated policy, which answers the global challenges, as the balances of power in the world economy nowadays. It shows that the most developed countries are those that carry out the investments in the effective realization of human capital. At the same time, the human capital as a factor of production includes a wide set of a people’s qualities. For instance, L. Thurow considers that “human capital includes such qualities of a man as the dignity of a political and social stability, which is achieved mainly as a result of a relevant upbringing and education”. It is quite important moment because a formation and realization of human capital occurs over a long period and covers the generations of people; their aspirations and values can provide a high efficiency in the paradigm of foreseeing the future demands of both an individual and a society
